You know, there doesn't really have to be any kind of wind-slowing enchantment. First of all, the caves are not open to the outside.That's just about impossible. Secondly, the wind on the Outer Wall doesn't have to be slowed down. It could be incredibly windy, but Quote is a bad-ass robot so he toughs it out. Up on the Balcony the wind could be blocked by the tower that contains the Throne Room, so it wouldn't be too terrible.
As for the Balcony looking like it was designed for habitation, perhaps the island is usually floating with the wind, so it wouldn't be so bad.

I wasn't talking only about Quote, of course. He's not affected by the wind at all, because he's a little heavier than an average human, but that's not the point. My observations were based on the speed difference of the clouds in the background and the powerups in the foreground. (And Hoppers, of course. Forgot to mention those.)

Um... do you know that trick where you put a bottle in front of a lit candle and blow at the candle through the bottle. Well, technically not through, but rather around. That's aerodynamics. And that high in the sky, this won't really help you in any way.
Also, the wind can blow from any way, not just Tower-to-Balcony.

Yeah, that could be the case, but personally I doubt it.

Power-ups could be pretty heavy...
