How do I edit weapons? E.g: Range, damage, etc? Do you need a certain program first?

No, cave editor can be used for this. When you load up your game that you are working on, you will see a button at the top-left of the window called Data. Click it, and in the list that pops up, select Bullet Data. Pretty much from there you can edit the weapons, including its range and damage, and also if it can go through walls and stuff. Hope this helps. :o

I meant edit it with a different program just fro NPC's, Youve fixed it now though so no worries :o

When my character goes to this new map I made, the character is invisible and falls through everything - no collision. The same sprite set is used on another map and has collision on the squares the character passes through on the new one.

Did you use an HMC? If so, use SMC to make it so that your character isn't invisible.

I didn't put any HMCs anywhere. I put some SMCs in just to make sure, but nothing changed.

There seems to be. It's playing event 0000. Event 0000 looks like this: <END.

What do you mean? I should use another event? I can't have a map with no events?

You can, but that's in a few rare cases, like, you're not using a FAO to get to the map. If you're using FAO before then you definitely need to have an event in the map. An event that fades the screen in.

I tried it with a <FAO before and <FAI after, no difference besides the fadeout/in.

I can't think of anything else, really. Maybe making a different map and trying it on that one?

I have two points to discuss here. First of all, did you try making your own map with "New Map"? If so, this does not often work for some people. I don't know why, but the best option I suppose is to just edit one of the original maps from Cave Story, one that you don't need.
Secondly, I noticed that the x,y coordinates you entered were 119,0. I don't know why, but this just doesn't seem right to me. I would suggest having another look, if needed. Good luck.

I'm beginning to have slight difficulties with the <FON command. For example, I have my character at one end of the map, and then I make the camera focus onto an entity to the far right. But as the camera pans across, it doesn't show any of the enemy entities along the way. Why might this be?

Yes, I used "New Map", I'll just copy another and change it. And the map is 120x120, 119,0 was the topright corner.

Well, copying another map worked. Now I have to fix the collision on these new tiles. .-.

I was told the source code for the Cave Story engine was released (makes sense, that's where all those ports come from). Where can I find it?
