No, no, no. You've got it all wrong. The islanders aren't telepathic, Quote is. He telepathically imprints his responces in people's minds.

Maybe Quote whispers and the player can't hear him. :)

Either way, the main problem is that the player can't hear Quote.

The player can't hear aby character in the game. I'm sure that Quote's "mutism" would be weird if there was any voice acting at all, but text-only conversations work just fine. Anyway, I take this "missing Quote speech" as a way of telling the story. Because A) Quote always says what the player would most definitely say, and B) you can determine what he said from the answer, there's no need to include his texts.

Speed up

His lack of talking also kinda speeds things up, so you don't have to hear him repeat things you already knew.
