Why is Quote a mute?

Thank you, andwhy. I know I'm not the thread starter, but thank you none-the-less.

Anyway, Quote is quite capable of speech, but he probably speaks only if he has something to say, that it, something important. No idle chitchat, no stupid nonsense, no fucking bullshit- sorry, too much AVGN. What I want to say is that he speaks, but only when necessary.
