Well even if there's no gravity, if he's already moving down, he's going to still move down, but the wings can stop that.

I agree. The crucial difference between jumping and flying is control. If you jump, you relinquish control as soon as you leave the ground. If you're flying, you have control for the whole flight.

Of course, the term "flying" is also used when one doesn't have control, for example "the ball flew through the air".
