The item's name very clearly says "Curly's Underwear", which means Quote not even knows what they are, but also whose they are. Also, the "player decides" argument is completely irrelevant here, because it doesn't tell us whether he would take the panties if he found them.

Actually if you recall the logic behind how you saved Booster then either is possible. Thing is that there is really no way to confirm the fate of Curly.

 

She pretty much is dead to our knowledge. If you never get the rope, she's still laying there, flooded in the core room. If she's still out cold when the island crashes, shes dead, and Quote is the only person who can possibly save her with his nifty air tank, because anyone else would drown. Now if you reboot her, but leave her there, she could possibly escape but it's highly unlikely. She'd probably just drown again. Not to mention she still needs the ma pignon.

There is a golden rule somewhere that no-one in a TV show, game, movie, etc. should be considered dead until you actually see the body.
