I don't see how that's a limit. That would make the rock formations appear "black" and presumably solid. Or it could use different frequencies. Why would it be bound to just a single frequency?

Generally radar is bound to a spesfic band of frequencies (say 50-60 Hz), as to not interfere with communications or electronics.
And the problem is that the rocks wouldn't appear, because radar relies on calculations based on the time it takes for the signal to return.
If the signal doesn't return, the radar sees open space.

It dark enough that you run into the croc without it needing to do any work. Therefore it makes sure this is so by not reflecting any light.
