The voices in hell are explaining it to you(the player). Quote dosnt listen cause time stops when the message is displayed thus Quote cant hear a message that fast.
That's called exposition. It's actually very common. Not always. When talking in the Labyrinth Shop's Gaudis (Gaudies?), everything freezes. But when you talk to Chaba, the others move freely.
