The Colons (I just jumped off the cliff from my Hell savepoint, turns out they ARE the colons. Koron dosen't even make sense. Someone needs to fix the error on the site.) Are wearing tops. And yeah, they were raised by Curly, not by Migimas, so they were taught human clothing as was Curly.
Sue's pants probably ripped off in the transformation when she grew her legs weird, but she was wearing a long loose blue sweater that was huge for her at the time, and as she sort of shrunk and her legs shifted, the sweater came down and covered more of her body.
That's why the rest of the Mimigas are bottomless, their ancestors weren't able to make pants effecient enough or never bothered to think of them, and so the Migimas never incorporated pants because they were never thought of until humans arrived and by that point it was just too foreign and pointless to try.
If their bottoms get cold, wear a cloak.
