The reason mimigas don't wear pants is because rabbits reproduce constantly. Pants get in the way, so they just abandoned them.

On note: Pixel as far as story goes never gives true reason on why they have clothing...then again other series sent out humanoids without any clothing at all and not a soul calls foul play ( loonytoons cast for one... )...
