First of all, you need to unlock everything in your Cave Story folder. Try posting in the quick modding questions thread.

Add a PBM editor similar to Paint or GIMP. Otherwise, I'm sticking with my jerry-rigged Paint+CE+SW0.3A system.

You are aware that MS Paint can edit .pbm and all you need to do is change the file extension to bmp and back, right? And that CE's .pbm editor is quite atrocious to have to use? And that, if you need to, you can either add (C)Pixel with a hex editor or remove the requirement entirely?

MS Paint can open PBMs without needing to change the extention, akshully.
Just right-click > Open with... (Requires XP or later), and tick the "Always use this program to open this type of file".

Or, yeah, remove the "(C)Pixel" requirement.

I've seen it spelled jerry-rigged and jury-rigged. I've seen it spelled the former more often, so I used that.
