The image looks like screen captures of Pixel's development logs from his site. I dug around in the the Internet Archive Wayback Machine and found most of the text (but no pictures).

The text for the last picture is missing.

I think pixel released several .lzh's containing betas of cave story in 2000... and then removed them

Thats not the point, the point is that the betas were online once D:

 

21k is a bit small for a game, even CS

 

Ikachan is 150-200KB IIRC, and it has 30-60 minutes of play time, with lots of text. and the early alphas of cave story (which i bet ikachan is based off) probably only had like 1-2 maps with barely any events at all considering the video of the alpha looks like it is one map.

 

I'm pretty sure even the engine with no maps whatsoever would go over that limit though, even in a very rudimentary state.
