As to the problem why some of the mimigas don't seem to have houses and why it seems so hard to get around - there's actually another section of the town behind what you can see and a lift (= elevator) for getting to the top. It's hidden behind one of the pots so Quote can't find it (or something like that). Currently they're depressed and mopey because of the Doctor's bad deeds and all their friends being taken.

The town was actually a busteling, vibrant town before and/or they scraped out a meagre existance since the war.

I'm guessing Mimigas do basic tasks in their spare time, since they don't seem to have a lot of luxuries provided by technology.
Speaking of technology, I'm guessing they don't do a lot of walking.
For entertainment they probably get together and eat.
Actually, this should all be in the past tense, because most of them are probably dead by the end of the game.

Man, who needs lives? Those things are difficult to maintain.
Anyway, I'd dislike doing a Mimiga. They seem awfully whiny and annoying. "Wah, I won't give you the key!" "Wah, I want the key!" "Wah, I hate farming!" "Wah, I'm fat!" "Wah, the Doctor's enslaving and destroying our entire species!"
Seriously. Suck it up, bitch. Plus I'm not making you breakfast in the morning.
