well it's hard to give personality to a character who doesn't speak or show emotion also is a robot

Quote speaks and has emotion all right, it's just that Pixel left those up for the player to decide for themselves.

OR perhaps Quote communicates directly into each character's mind. It's so seemingless, that nobody even realizes it. Sue had a hard time gaining King's trust as a Mimiga, yet Quote a human(?), falls out of nowhere and just boggles King's mind into accepting your presence at once!
Even Toroko gives up a precious necklace from Sue almost immediately after she lets her guard down against Quote's mind probing.
Balrog turned after several meetings with Quote, and he's even under a curse!
... or not...
