You do realise that Quote isn't always drawn with something on his hat, right? Check out the credit pics if you don't believe me.

True that, but this is Pixel's latest depiction.

In the game, the screen resolution isn't that great, and trying to fit any form of language in such a small space (even the end credit pics!) would result in fairly blocky letters/characters.

Now, if this was drawn in a hurry, then why wait two weeks before finishing the end product? Comon, it's just a pencil sketch... (birthday was May, 27; picture was credited June 10; news posted, also most likely received June 17)
