The flaw in your theory, though, is that several people note writing on Quote's cap in the game.

Oh, that's great... All we have are a couple of images saying "no", in-game conversation saying "yes" and an unclear Word Of God. Now I can either think that the writing is there and we just can't see it or that Sue (can't remember anyone else at the moment) never mentioned it. Sadly, the most logical thing to say, "Bah! It's just a game!" roughly translates to "I don't really belong here."...

I think that we can usually discount artwork for the writing. Really now, maybe Pixel just thought that it looked weird in the credit art to have distracting writing on his cap.
Or maybe Pixel thought that silly English-speaking people would get confused since he decided to give Curly the name instead of Quote.

Also, Quote's a robot, too, and he banged Chaco. They are probably fully capable of... these things. I mean, they have the needed hardware, they'll surely have drivers as well.

Well they were made by the same person, because they were sent on the same mission- so if that theory is correct Quote can't read his own hat. Why would the creators write something in English and not teach their bots that language? If I were creating a bot so advanced I would have gone farther and taught them all [or the most major] languages.

The Mimiga language thing was only for the movie script.
