The other robots were nothing like Curly or Quote, which means that putting together spare parts from other robots couldn't have possibly created their minds.
That had to have required a lot of work.

I figure he found her first, therefore repaired her first, therefore started her first. Meanwhile he found Quote, so he just took Curly to Jenka to look after her, and because the starting process takes a while, she woke up there.
