Just because something is logistically impossible to maintain doesn't stop people without foresight from initiating it and causing a two week period of fuck.

I heard about the stop piracy act. The one big thing I know about it, was they were going for "Guilty until proven innocent". If someone challenged your website for piracy, all search engines and stuff had to remove any links to your site, and would be fined if they didn't do it quickly.
