Are you saying this because he said this in an interview or something, or just because it appears that way? If the latter, I do agree that it kind of looked like he may have had different level design plans at some point, but instead turned it into a dead end with that "WELCOME TO HELL" sign.

I actually thought that was what it was. Since it was one of my first times playing I thought it was impossible to do B1 otherwise. Was very disappointed.
