But we are talking about having it mainly long-range with a couple of short range.

in a fighting game scenario most shooting would be just plain boring
as everyone would just be at the sides of the screen shooting each other and jumping or ducking the other persons attacks

But you could make it that long-range attacks cause more damage when in close range.

What about half close, half long?

I can make a whole bunch of long range, but the engine isn't designed much for that, it might make the game kind of awkward to play.

Ideas:
1. Long-range attack + short-range attack combo's.
2. Create moves that punish people for using long range.
3. Give a limit to the range of the weapons, there are a few limited range weapons in cave story, just have varying ranges for all the moves.
4. Give strengths and weaknesses to each move. (eg. Spur is powerful but can be dodged easily and the opponent is given plenty on indication)
5. Moves that cause more damage when in close range.

Look at Samus in Super Smash Bros. She doesn't have any melee moves in the Metroid series, but she has just as many as everyone else in the SSB series. Just give all the characters a full set of melee moves, and only give them a few ranged moves, as normal. For someone like Quote, for example, just give him only a couple of the weapons he can get, not a seperate move or more than one move for each weapon in the game. Maybe you could give Balrog the (Super) Rocket Launcher (at multiple levels for different attack effects), Curly the Machine Gun and Nemesis, King the Blade, and Quote whatever you want from what's left over (Spur, maybe Fireball, maybe Bubbler or Snake).

I think I spoke too soon.

This is just the throne room as a stage, no Cave Story characters, it is just a M.U.G.E.N resource, looks cool though.
