Look at Samus in Super Smash Bros. She doesn't have any melee moves in the Metroid series, but she has just as many as everyone else in the SSB series. Just give all the characters a full set of melee moves, and only give them a few ranged moves, as normal. For someone like Quote, for example, just give him only a couple of the weapons he can get, not a seperate move or more than one move for each weapon in the game. Maybe you could give Balrog the (Super) Rocket Launcher (at multiple levels for different attack effects), Curly the Machine Gun and Nemesis, King the Blade, and Quote whatever you want from what's left over (Spur, maybe Fireball, maybe Bubbler or Snake).
