a mod consists of three (sometimes four) things:
-a Cave Story.exe
-a Config.exe
-a Data Folder
and -a Readme.txt (optional)
you need to put these all into a .zip/.rar/.7zip/.7zp and upload these to the file hosting site of your choosing
if these simple set of instructions are not enough for you, i will gladly show you, screenshot by screenshot, step by step, how to compile your mod into a playable format

 

-a Config.exe

technically this is optional. CS.exe will run perfectly without it, and you can paste in any other config.exe since 99% of mod's use the same unedited executable. Heck back when I played a lot of mods I had a config.dat laying on my desktop that I pasted into each new mod folder so that I won't even have to edit it beforehand.

But yeah when you're zipping it up it's simply common courtesy to include it.

Spoiler: How to Zip a Mod

first, you have your Mod folders. in this screenshot, I am displaying all of my mods thus far, plus a couple of copies. (NOTE: having copies of mods is essential to a long lived modding career.)

i'll open this one for this tutorial

In this folder, I have all of my requirements: a Cave Story.exe (nicknamed "rave story when.exe"), a Config.exe (nicknamed "i wish i wasn't so gosh darn irresistable.exe"), a Readme.txt (nicknamed "yo read this.txt"), and a Data Folder.

now that i have confirmed that my mod folder has all of the prerequisite items, i can exit back to the start point (where all of my mods are)

now, i, and, retroactively, you, will right click the folder that your mod contents are contained in

a menu like this will appear. this is okay, let it happen.

now, see that 7zip> option? that is a dropdown menu, and when you hover over it ...

... this appears.
7zip is available for download here.

now, in that dropdown menu, you have the option of either adding to "<mod name here>.zip" or "<mod name here>.7z". .zip is more accepted, as it's what every file archiver program is used to using.
now, after clicking either one, you should get a .zip with your mod folder name on it.

congrats! you just compiled your mod into an acceptable and playable format, and after uploading it to the file hosting service of your choice and posting it on the forums, you are ready to go!

Alternatively, if you don't want to install 7zip (you probably don't actually need it/won't use it that much considering my understanding of your computer background), when you right click the folder that contains everything, you can select
Send to > Compressed Zip Archive
And that should give you the single .zip file you need to upload.

(For a couple seconds I thought in horror that Windows didn't have it built in. Had to get off my Mac and check the other computer to remember where it was hidden under.)

He can't make a video on an unmodded .exe. You have to actually follow Spirit's instructions.

Enter your mod's folder and ensure you have all of the necessary files, as I have shown above.
Move to the folder containing your mod folder.
Right-click on your mod folder, move your cursor to "Send to" and select "Compressed (zipped) folder"
Upload the .zip file that is produced to MediaFire
