No, Kanpachi is a Mimiga. It's just that that fishing rod isn't a fishing rod, it's a telepathic transceiving device through which he learns the way of the fish. That's why he was still at the Plantation after every other Mimiga was gone.

Why not? He'd summon the power of his bucket to duke it out in the air with Misery for a while before seemingly falling, then while she's gloating he teleports in front of her belly and socks her in the cunt so hard it sends her all the way to the Throne Room. Calmly now he'd make his way back to his fishing spot and cast his rod again like nothing ever happened.
