Please stop embedding files/images from Discord. Discord has anti-hotlinking logic in place that breaks links to Discord hosted files and images when linked to from anywhere outside of Discord. There are a multitude of file/image hosting sites you can use instead.

In my imagination the Igor on the Balcony is a totally different person than the Igor in the Egg Corridor, it's just that they both got similar results from eating red flowers. They're the same sprite because Pixel saved himself the time and effort of making a new sprite.
I think that the Mimiga on the Balcony wasn't Igor simply because it never crossed my mind that he could be.
I would say the "master" is the Doctor, but... He might have mentioned Sky Dragons at one point, but didn't anywhere. Plus it makes more sense to destroy all the eggs and prevent any chance of anyone escaping the Island, which he did (or technically only tried to) later on. Mayhaps the master Igor refers to is Cthulhu.
As for the red flowers, maybe they just naturally occurred in random places like the Observation Room. Unwitting Mimigas ate them, and...
