Aw geeze, that dog pissed me off. At first I didn't realize that it was possible to interact with NPCs while they were moving, so I thought it was like a stealth thing where you had to be very careful not to "disturb" the dog so he wouldn't run away. I spent sooo much time trying coming at him from different angles and through different routes, it was ridiculous.
