Garbageman is the only one who really has a chance to be a Mega Man boss.

 

We already have Junkman. Although we do have Cold and Ice and Blizzard, and Fire and Flame and Burner, and Bubble and Wave, and Flash and Centaur, and Star and Wood, and Electric and Dynamo, and Cut and Knight and Magic and Quick.
