Electricity can go through plastic sometimes.
But anyway, you can see that Jeff's arms are held on with screws. Metal screws that go into the plastic casing. Which would provide an easier path for the electricity than two inches of air.

But those screws don't go into the plastic; those are the positive and neutral poles of the outlet, and go into the spot where you plug stuff into on any ordinary AC outlet. Have you never wired a house either?
