Yup, the booster contains four small flyswatters inside which are attached to a rotor - allowing for a light-weight & environmentally friendly jetpack with ease of maneuverability.Mixer8421 said:

It's made after Booster meditated until he could communicate with Pixel and asked for his permission to allow Quote to fly.
Canonically: Although the item pic look like a jet pack, it may be a DIY upgrade pack that Quote can use to upgrade himself, allowing him to fly in all directions.
