Guys! How could you forget? The narration during Sacred Ground clearly states that Jenka created the island to contain Ballos and his Crazy Go Nuts magic.
As for this Goddess of which you speak, you know it's a statue of her because you pressed "down" in front of the statue? I don't think I ever did that.

 

Um, no. She sealed Ballos into an existing cave in the island. The island was already there.

Nowhere does it say she created the island.

no it doesn't. I checked before doctor and after (with falling blocks). that will remain a mystery forever.

The first question we must answer before the Nemesis one is:
How did Curly get in Sacred Grounds?
I like to think Ballos used his magic somehow to move her and give her a Nemesis to even the odds and give himself a better chance of dieing.

Nah, she got the Nemmy from Cthulthu. She then left his place (probably because he kicked her out), stumbled upon the rocket, took it up to the Final Cave, through it, she got to the balcony, entered that "I forgot its name" building, and that's where she was when the earthquake started. She fell down that hole and remained unconscious until Part 3.

 

After getting her clothes all ripped off from struggling through all the spikes.

Still, there's those spikes... how about this, she used a Lv 3 machine gun to get all the way down, met somebody who offered her a Nemesis in exchange for her machine gun, she agreed, and went into the B2F area. But Curly grabbed an XP crystal by accident, which gave her problems. She retired back to where the player finds her, and collapsed. The collapse gave her enough damage to restore her Nemesis to Lv 3.

Following your logic, if you exchange her MG for the Polar Star, you would find her impaled on the first set of spikes you see in the Sacred Grounds. Furthermore, you need MG lvl.3 to be able to fly, but upon entering SG all your weapons are deleveled to lvl.1. I think that she got down there the same way King got to the Flower Storage before you, the same way Momorin and Itoh got through the Final Cave to the Plantation.

No, she Took A Shortcut.

 

Actually, you can see the shortcut in the beginning of hell.
My guess is it got blocked off from the shaking.
