It's someone from one of the Crystal Chronicles series. You can add him to your party only if you're playing on Very Hard mode. Technically speaking, he makes Very Hard into Normal, since you can get him immediately at level 1 in the first town, with him as a level 99 fully-equipped penguin.

It wouldn't obscure at all if you'd played it, since it's an early-game cutscene...

I might add also that the picture was ACTUALLY of someone named Pavlov from the Wiiware version, which would be more obscure because no one plays it because it sucks.
