just like in the original CS. think about it. at first you can only move, so you learn the basics, and get the very easy to use weapon - the polar star. very basic.
as you go, bosses get more HP, and are smarter even if youre not much stronger (Igor for instance), because youre more experienced. upgrades get much higher value near endgame (24 missle chest, nemesis, spurr). certain elements get more complex - usage of booster 2.0 at hell for instance, usage of spur, usage of nemesis, strategy against enemies (armored gaudies for instance). certain elements have disadvantages, and obviously also have advantages - load time of spur, easy level of nemesis, extremly limited considering then current usage of missiles ammo ETC.
