I'm pretty sure that Sue's father does not appear in the game. Futhermore I believe that he is either dead or still on the surface where 99% of all humans live.

Misery has blue hair both in her sprite and in her updated facepic in CaveStowii and CaveStory+, so according to canon her hair is blue.
