I didn't read the last page (BECAUSE I HAVE STANDARDS), but I'm assuming this person was talking about unlocking a character in some hypothetical Super Smash Bros. game.
I actually thought of this before, and when I did this is how I thought of him.
Up (B)- Booster (2.0 or 0.8)
If 2.0 you can do an air attack out of it, and much like rob it recharges once you hit the ground. It'd be like a super fast burst of pit. Then again that might get really powerful using metagame really quick so the 0.8 might need to be used. Then again that's just like Rob's. I'm guessing to stop the metagame using Up-B on the ground causes quote to Jump, and that way giving a small load time. Slightly like pits up-b from the ground.
Forward (B)- Fireball
Just like the fireball in cavestory works. Unsure if it would cause staggering, because shooting out four fireballs, and following them to "follow" up with a grab/smash might be a little powerful. Perhaps it'd be like foxes laser which has no stagger.
Down (B)- Missile launcher (obvious super)
On Ground: Shoots a lv 2 (larger shot) forward.
In air: Shoots a lv3 (tri missile) downards at a 30-40 degree angle. The shots recoil causes a slight backflip, sending him slightly higher, and backer, in the air. Only used once.
Standard (B)- Bubbler
Just like it did in the other game, with an obviously longer recharge time.
Grab up: Throw's the person up with the lv3 sword. Griiind
Grab down: Throw down, missile launcher to back of head, ???, Profit.
Grab forward: Flings forward and Shoots nemesis shots at them in the air (Think mewtwo's grab from melee)
Grab back: Throws them back to where they stumble on their feet, points to the back of their head with the polar star, and fires.
Forward smash: Throws the Lv2 Sword (doesn't go far.)
Down smash: Stabs the sword into the ground causing a field of slashes around him.
Up smash: Probably an exact version of Toon Link's. An upward slash.
Running (A): Headbutt. Those antenna might be sharper then you think.
(A) combo: Pistol whip, Pistol whip: Star exploding from the barrel of the gun
Up (A): Headbutts upward
Down (A): Leg sweep
Forward (A): Strong Pistol whip
Air (A): Quick frontflip slash
Air Up (A): Aerial Headbutt
Air Down (A): Goes sideways and strongly pistol whips downwards (Meteor smash)
Air Forward (A):Vertical slash.
Final smash: Jump up, Curly falls down, Quote jumps towards her with the tow rope. They collide, and now she's on his back. Both wielding nemesis's and with the bubble shield around them, and triangles are spiraling around them. The booster lasts forever.
I tried to keep away from swinging the sword for everything. I don't want toon Marth.
Sad thing is. If they haven't added megaman, a character that has been with nintendo since the nes, I doubt they'd add Quote.

Chaco would be an Assist Trophy, and would either:
a) Throw Lipsticks at everyone.
b) Would charge up her attack, then pop up next to a random fighter and make them fall asleep in a bed. After they wake up, Chaco will still be in the bed, and attacking her and the bed until she gets knocked off the screen will spawn the Lipstick item.
Unlock her by beating her on Normal difficulty. She has two Colons that assist her. Kanpachi (when you fight him) has a green shirt and can spawn up to 5 generic mimigas at a time to assist him.

Quote most likely won't be a playable character. If anything an assist trophy. But if you want to play as Quote in a SSB game that badly, I believe there is an expansion character being made for SSF2.
Indeed. This could be very possible. One could anticipate what his moves would be or... if he would have voice acting... oh dear (I wouldn't really care too much)
