The Plantation is a city in ruins

The infrastructure of the Planation looks like a city in ruins, there are multiple roads and bridges. and numerous rooms that could have once been houses. There are also farms where crops could have once grown.
Do you think that once there was a city there long before the doctor arrived?

 

my personal theory is that it was a town or outpost or whatever before the war - maybe for the mimiga (or given its closeness to the island's surface, humans living on the island) that its original residents had to flee due to robot invasion and never returned to for whatever reason, leaving it to fall to ruin before the doctor showed up and decided to convert it for his uses

The robots likely left it in the current state we see it, with crumbled roads and broken bridges.

 

It definitely could have been another Mimiga colony at another point in time. The Plantation seems to be an environment that Mimigas are comfortable and familiar with, so it's entirely possible that there was an entire city of Mimigas there back before the Doctor and before the war 10 years prior to the game. Obviously, the Doctor has done some renovations since then if so.
