Ugh, the usergroups section is a total mess -_- Cleaned things up a little bit, added the option to make polls for Senior Users (50 posts + 30 days) and higher and updated the permissions.

Also I really don't know what is up with GIR and Noxid being unable to give infractions, since it says they should be able to :s
