As long as steam is running in the background, you can just directly launch the exe from the game folder and it shouldn't be an issue.

I'm assuming he either really doesn't want to get steam or it's having problems, or if he's shivering timbers.

You can shiver the timbers (like Aar!) only if you've really bought the game. I guess.

If you got it through any of the Humble Bundles, you can run it w/o Steam as it's DRM free that way

You can get CS+ at the Humble Store or Desura and it will be DRM free and without Steam dependence.

I bumped it. Sue me.
I actually managed to get it to run without Steam, but it involves replacing a file or two, and I'm sure y'all wouldn't take kindly to my method anyways.

I used a steam_api.dll replacement, but I can't find the specific one. It pretty much made the game think Steam was running, and it ran fine.
It's pretty much akin to sailing the high seas, but I'm doing it to a legit copy.

"steam_api.dll", the crux of the entire Steam system.
Any game which is even vaguely sensible needs to do a SHA-2 hash of that thing and enable anti-piracy features if it's wrong...
(Better yet, statically link it.)
