The only place I can think of where birds are heard by all is Heaven, being up in the sky and whatever, but that's the exact opposite of what all the other stuff is about. Maybe you can hear all the birds from the Underworld, too?

From Mr. Fist's link about birds and mythology:

The Greeks and Celts thought that the dead could reappear as birds. The Sumerians of the ancient Near East believed that the dead existed as birds in the underworld.

All the other references to birds in Greek mythology don't line up with this poem.
