Well, as a villain the doctor is pretty boring. He's all "I'm evil-like and will hurt the widdle bunnys! Ha-HA!"
Balrog, and even Misery, have atleast a bit of depth to them.

Alot of the caracters in Cave Story or great but I have to put up my vote for Quote and Curly, the Dynamic Duo :p

well its not his fault as the english languange is messed up as c and k and pronounced almost the same :D
