How a person would fight a battle says a lot about them.
So design from the pool of choices your 'dream machine'.

Basic stats:
Base armor: 100
Base speed: 5

Designation:
Heavy - +2 armor
Medium - +1 armor, +1 speed
Light - +2 speed
Tactical - +2 range
Capital - +2 weapon slots
Technical - +2 system slots

Vehicle:
Walker - +2 armor, +1 speed, 2 weapon slots, 1 system slot
Tank - +3 armor, 2 weapons slots, 1 system slot
Ship - +4 armor, -3 speed, 3 weapons slots, 2 system slot
Submarine - -2 speed, 2 weapons slots, 5 system slots
Aircraft - +4 speed, -2 armor, 2 weapons slots, 1 system slots

Weapons:
Light Artillery - +1 damage, +5 range, -2 movement
Medium Artillery - +1 damage, +7 range, -4 movement
Heavy Artillery - +1 damage, +9 range, -6 movement
Standard missiles - +2 damage, +2 range
Seeking Missiles - +4 range
Proximity Missiles - +9 damage, -5 range
Cluster Missiles - +1 damage, +3 range
Light Plasma - +5 damage, -1 speed
Medium Plasma - +6 damage, -2 speed
Heavy Plasma - +7 damage, -3 speed
Flak - +4 damage

Systems:
Enhanced Cooling - +2 speed
Guided Tracking - +2 range
Reinforced Armor - +2 armor
Sheild Projector - +4 armor, -2 speed
Effecient Engines - +4 speed, -2 range
Spotter Drones - +4 range, -2 armor
EM - +1 range, +1 armor
ECM - +1 range, +1 armor
Supressor Mk. I - +1 speed, +1 armor
Supressor Mk. II - +1 speed, +1 armor
NavCom A - +1 speed, +1 range
NavCom B - +1 speed, +1 range

Definitions:
Designation - States the class of your vehicle. Limited to 1.
Vehicle - Your vehicle itself. Limited to 1.
Weapons - Things with which to inflict damage.
Systems - Additional bonuses. Limited to 1 of each type.
Weapon slots - The number of weapons your vehicle can have.
System slots - The number of systems your vehicle can have.
Armor - Your total hitpoints. When it reaches 0, you're dead; set to a minumum of 1 through modifiers.
Speed - When you can make your attack. You may only attack this many times per day; set to a minumum of 1.
Range - How far you can attack. Measured in posts and goes both backwards and forwards; set to a minumum of 1.
Damage - How much you hit for. Sum of all modifiers and weapons; set to a minimum of 0. Can be divided between targets within range.

Ps. No double-posting, no matter how high your speed it. Also, no held actions. Use 'em or lose 'em.

5 + Vehicle bonus/penalty + weapon bonus/penalty + system bonus/penalty.
In your case, 11.

All vehicles have an inherit base of 5 speed, plus any bonuses.
