This is a pretty cool looking game, but I can't play it easily because some of the screen is cut off horizontally and it also goes under my task bar. I'm using a resolution of 1366 x 768, is there some way to scale it down?

I'd honestly love a version of this that's just solely GML (No external files)

It'd help a ton with programming my own game

Like, map data as actual rooms in the GMS project, or lines of code in the room creation code?
I've been entertaining the former for a while.

The former. Having them as rooms in the gms project would make modification much easier for people like me who've traded their fluency in CS modding for fluency in GMS2

Just leave this project be. It'd be more advisable to see what people would want in a Cave Story deluxe first.
