Can't start cave story +

When I try to start the game only the steam message appears http://gyazo.com/016d9f196c3adcbafcac101383e01da1 and then nothing happens.
It worked perfectly in my old laptop but when I bought my new PC it couldn't start.
My os is windows 7 home premium x64, I tried unchecking the steam cloud option and veryfiying the game cache, I even reinstalled windows but it still doesn't start.
Sorry if I make too many mistakes, i'm from Spain xD

Are your graphics drivers up to date, and do you have DirectX?

I have directX installed and my graphics drivers are updated and it still doesn't work

I think i've got the latest version (Microsoft visual c++ 2013 redistributable x64 and x86) but in my laptop I had the 2008 version I think and it worked perfectly there

What does the message actually say in English?

Also I thought that the Steam version of CS+ showed some sort of console output during initiation. If that's not happening then this may mean that either the game wasn't installed correctly, that Steam can't find the files for some reason, or that something was corrupted. Have you tried to remove it then reinstate it?

I assume it says this(minus the Risk of Rain part), as the box sizes are the same and each have "..." after the sentence.

Yes, that's what the message says.
I tried reinstalling the game but nope, it doesn't want to start.
I also tried to start it from the local files but only an error message is shown, the app couldn't get started correctly (0xc000007b)

Do you have multiple monitors maybe? If so, try disabling all but your main one, or run the game in windowed mode to start...

windows + p
might let you quick select just one monitor.

Try putting this in your Cave Story+ directory:
\Program Files (x86)\Steam\steamapps\common\Cave Story+

(It's the screen config for windowed)

If your folder looks something like that, make sure its Program Files (x86), and not just Program Files.

And if you open up your Cave Story folder, try right-clicking CaveStory+.exe, and compatibility options to see if any combination helps...
Like Run this program as administrator for starters

What kind of video card are you running btw? If it's nvidia, you could open up the NVIDIA Control Panel, 3D settings -> Manage 3D Settings -> Program Settings
Then choose Cave Story+.exe and make sure it's running your Nvidia card instead of an integrated card if the option appears.

Also make sure SDL.dll and steam_api.dll is in your Cave Story+ directory...

If it STILL isn't working, maybe check your log.txt in your Cave Story+ directory. Maybe it'll say something...

Try downloading the latest DirectX so it's forced to update, or manually replace the files mentioned there [but make backups].

I tried everything that you said but the game still refuses to start.
Also, if I try to update directX, my computar says that the latest version is already installed.

Sorry it didn't help. Hard to troubleshoot without knowing more about your system, and not seeing the cave story+ log. Disable any extra programs (especially a virus-scanner, at least for testing), maybe copy the game's directory to desktop to try... Who knows, could be a bad dll or hardware that it doesn't like...
Maybe if you could get your hands on the stand-alone humblebundle release, you might have better luck.

Don't worry, at least you tried to help :)
I will keep trying to find a solution and if I can find any I will post it here to help anyone that has the same problem as me.
Anyways, thanks for the help.

Try pitating it. You already have the full version, right? Just get a different copy. The only downside is no halloween stuff and you become a pirate.
