No. the 3DS has Cave Story 3D and Cave Story eShop. eShop is basically + but without new graphics and music. If you're asking if the switch version of CS+ works on 3ds, it does not, because the Switch is not a 3DS. I am not entirely sure what you're asking...

Cave Story eShop Does work, along with CS3D. No other version will work unless you want to install Retroarch, but that's more trouble than it's worth
