OK. A utility that:
- Reads in a //data//stage directory
- Decodes all .TSC to PLAIN TEXT
- Saves the text files in a chosen directory
- After text files have been edited by your choice of whatever
- Read text files back in, encode them, if theres any syntax errors break
- Otherwise commit them to the //stage dir.

Then, the user would just write a java utility or a C utility or a JS utility or whatever language you know (or use a fancy multi-file-text editor) to replace all instances of <CMU#### with <CMU0000

This would be useful for anyone wanting also to make a diagram of all the flags in your game, and cut off the loose ends.

Dang, well I'm sure there's more uses but I'm out for now.

This isn't a programming forum, you should make a editor yourself, rather than requesting one. It's very unlikely that someone will ever done your request. The only coder here so far is Wistil, the one who made the new editor, it would be helpful to post it in his thread rather than posting it here.
