Actually, @zxin is correct. If you started work on the mod before the contest, it is not allowed to be submitted. The resource rule only applies to individual components like music, artwork, etc. Not entire mods.

If by rated you mean a simple 1-10 score, then yeah, go for it!

lol, of course. Any sort of asset is fair to use, so go ahead and rip a bunch of graphics from other video games, force your pal to work slave labor, or whatever else will get your mod done in time.

Go for it. But as Polar said, that would not make for the most interesting submission. Unless you plan on doing something extremely innovative (along the lines of Noxid's story mod from last contest), I advise thinking of something that has more potential.
