you need to run an <ANP command on her to activate her movement (which can be done in the map intro event or at the end of a cutscene)... i believe it's <ANPXXXX:0020:0002 (with X being the event number you've assigned her)

my earthbound modding tools still work, maybe i should remake evergreen as a romhack (this is a joke but i would like to make an actual complete earthbound romhack some day... i wonder if i could get the windows-specific tools working on my winXP vm?)
