Nope, but that is a hint about the real secret item.
The fang is just an easter egg.
There's one in Mahin's Storehouse on the top shelf that I tell everyone about. There is one extra that is possible to get at the start of the game, but that one involves the secret item which, even if you find it, you'd probably want to save for later and not use right away.

Woah, I just realized that the elevators left of the locked door work. =b
You have to search the table outside, top-left part of the map. It's on top of a metal platform thing with a small generator underneath. If you search and it just comes up "..." then try moving a bit to the left or right of it
Hmm..
Well, top-left of the map you can pick up an ID card. That is half of what you need to access the storage area behind the blast door on the right. You'll also need the password, which can be found by entering the building (which shouldn't be locked, I don't think..) and mucking about with the machines inside. The blackboard lets you know the "password hint", at which you can also go grab some rock samples from the table where you got the ID badge. There are three stations and each holds one part of the password, so to speak.
