You can program games in any language you want. Java is a fine language to use, especially if that's the one you're most familiar with.
Unless you're looking to learn a new language, or you have some super tight performance constraints (unlikely), if you're thinking of doing it in Java, do it...
I have it on my 3DS. It's not available to buy on the eShop, but you can still get it by pirating it. (I know this for reasons)
If you have a dump, you can install and play it on a CFW 3DS, and probably on DSi too but I'm not sure about that one because I haven't hacked a DSi.
So it's not lost...
Windows 8 is terrible, but windows 8.1 is perfectly usable on a laptop as long as you know the difference between metro and desktop apps, i literally use it everyday with little to no problems.
I really just downloaded a bunch of skins and put this together, rather than getting someone elses theme.
Skins:
Hexagon icons- Honeycomb
Sun position- SunRiseSet
Clocks/date etc at the top- Serenity
Dock on bottom- Icon Dock (2.0, i think)

also some sounds were unchanged from the original game, like getting an item or something
Tried it today, it ran great, there were a few parts where you'd notice it start frameskipping (mostly boss fights)
So would this count as an answer to the thread?
I may have exaggerated there, but i don't think it would run very smoothly.
CPU: AMD quad core 1.4 ghz (It doesnt say anymore than that)
memory: 4 gigabytes
