I've seen various Gardevoir-oriented folk, including long-lost Master Crow, give the suggestion that Gardevoir don't have feeling in their skirts or at the very least can trim/have it cut without too much pain, similar to humans getting tattoos or piercings except somehow weirder in our perception. This seemed like an odd idea, way back during those murky days when I first started investigating this creature, but I can kinda see the appeal for all involved! Assuming it grows back, of course, I can't imagine regular dress-trimmings being a thing but I also don't think it'd stay gone forever...
