It seems to me that the artist was going for an accurate gijinka that still held a masculine flavor.
Personally, I think they nailed it.
It's rare to see a male Gardevoir that isn't portrayed humorously, isn't super-flowery or über-masculine, and isn't annoyed at not becoming a Gallade.
It's just...a male Gardevoir. Not one with personality extremes. A male that no one's questioning or pointing out, you know? It's odd that there isn't more fanart which features a male Gardevoir, whose masculinity everyone is cool with.
It's nice when it happens, though. c:
