So have this new, tiny laptop. 1024 x 600. EV Nova is too large for the screen. Because I do not wish to run it fullscreen, I would like a program that lets you resize any window. All the ones I found are either insufficient, Dutch, or incompatible with Windoes 7. Your input would be greatly appreciated, Mirai Gamers.

Yeah, Netbooks tend to be pretty tiny.

Indeed they do...I'm still having trouble adjusting to this new widescreen laptop or notebook how they call it for reasons unknown. It's the same size as the old one (15 inches) but its screen as a whole is a lot smaller. Old games tend to work in a weird way, so I'm having similar troubles as capn fab. Most games just work in 4:3 with black borders on the sides. It looks OK for cavestory though.

Anyways any luck yet capn fab?

No, that guy was having the same problem as me, but no one helped him.

Yeah, if you want to completely fuck up the aspect ratio.
So until I can unearth a decent program (never use Daemon Tools, they are made of horrible), I'll be playing without the lower 70 pixels or so. Acceptable, but inconvenient.
