I'd suggest Hex Workshop, though it's only a free trial version.

Would Translhextion work for Cave Story?
It's pretty good and I use it all the time for hacking Super Mario World... { Now Super Luigi World >=) }

all hex editors would work, they're just a way to modify the data of the game, so which one you use doesn't matter. I prefer xvi32, but if you like Translhextion, by all means, use it.
